Annual financial closing often reveals invoices recorded in books that never surfaced in monthly returns. Conversely, vendors frequently upload invoices months after supply. Reconciling your purchase ledger against historical GSTR-2B statements prevents claiming barred credits or missing out on legitimate cash savings.

The statutory deadline under Section 16(4) of the CGST Act
The entitlement to input tax credit is not indefinite. Statutory provisions place a strict cutoff date on claiming credit for invoices or debit notes relating to an earlier period.
According to Section 16(4) of the CGST Act, a registered person cannot take input tax credit in respect of any invoice or debit note for supply of goods or services after 30 November following the end of the financial year to which such invoice or debit note pertains, or the furnishing of the relevant annual return under Section 44, whichever is earlier.
Common mistake: Believing that Table 8A of Form GSTR-9 grants credit. Form GSTR-9 is an annual return and does not allow availing input tax credit. Any missed credit must be actively availed in Form GSTR-3B on or before the 30 November cutoff date.
Delinking of debit notes under Section 16(4)
A common point of confusion during past-year reconciliation involves supplier debit notes. When a supplier issues a debit note in the current financial year relating to an invoice from the previous financial year, taxpayers often worry whether Section 16(4) bars the credit.
As clarified in CBIC Circular No. 160/16/2021-GST, Section 16(4) was amended by Section 120 of the Finance Act 2020 (notified with effect from 1 January 2021 vide Notification No. 92/2020-Central Tax) to omit the words "invoice relating to such". Consequently, the availability of input tax credit on a debit note is delinked from the date of the underlying invoice. The relevant financial year for determining the Section 16(4) cutoff on a debit note is the year in which the debit note itself was issued, not the financial year of the original supply invoice.
Four-step catch-up reconciliation method
To run a catch-up reconciliation across the past financial year, follow these four structured steps:
- Consolidate purchase registers: Export your full financial year purchase journal from your accounting software, including tax rates, invoice numbers, GSTINs, and tax values.
- Download all twelve GSTR-2B files: Obtain the monthly GSTR-2B Excel or JSON files from April to March of the relevant financial year, plus subsequent months through October. As noted in the GSTN return filing guide, vendors may file belated returns or amendments up to 30 November.
- Isolate unmatched and late-filed documents: Segment your ledger into three categories: matched in both books and GSTR-2B; present in books but missing in GSTR-2B; and present in GSTR-2B but missing in books.
- Claim or communicate before 30 November: For eligible invoices present in GSTR-2B but omitted in GSTR-3B, avail the credit in Table 4(A)(5) of your next GSTR-3B before the statutory cutoff date. For missing supplier invoices, issue reminders immediately so suppliers report them in their respective GSTR-1.
Worked example: catch-up reconciliation and tax impact
Consider an enterprise, Apex Electricals, conducting a past-year reconciliation for FY 2025-26 in October 2026 before filing its monthly return.
The accountant reviews four representative inward supply records:
| Document number | Document date | Inward tax value | GSTR-2B period | Status under Section 16(4) |
|---|---|---|---|---|
| INV-1021 | 14 May 2025 | ₹36,000 | May 2025 | Eligible catch-up credit: claim in GSTR-3B before 30 Nov 2026 |
| INV-1088 | 22 August 2025 | ₹18,000 | Not uploaded | Missing: chase vendor to file GSTR-1 before 30 Nov 2026 |
| DN-405 | 10 May 2026 | ₹9,000 | May 2026 | Eligible: relates to FY 2026-27 debit note, cutoff is 30 Nov 2027 |
| INV-0412 | 12 January 2025 | ₹12,000 | September 2026 | Ineligible under Section 16(4): belongs to FY 2024-25, cutoff was 30 Nov 2025 |
Tax computation details:
1. Inward invoice INV-1021 (dated 14 May 2025) carries CGST of ₹18,000 and SGST of ₹18,000 (total ₹36,000). Because it pertains to FY 2025-26 and reflects in GSTR-2B, the credit can be claimed in GSTR-3B Table 4(A)(5) in October 2026.
2. Formula for net eligible catch-up credit available in current return: ₹36,000 (INV-1021) + ₹9,000 (DN-405) = ₹45,000 total eligible credit.
3. Formula for barred credit: INV-0412 belongs to FY 2024-25 with tax of ₹12,000. Because 30 November 2025 has passed, this credit is time-barred under Section 16(4) and must not be availed in GSTR-3B.
Reporting previous year adjustments in Form GSTR-9
When you prepare the annual return in Form GSTR-9, transactions pertaining to the previous financial year availed in the subsequent period require specific disclosure.
According to the GSTN Form GSTR-9 manual:
- Table 8C: Captures input tax credit on inward supplies received during the financial year but availed in the next financial year up to the specified period. This directly accommodates invoices like INV-1021 claimed between April and November of the next year.
- Table 8D: Calculated as Table 8A - (Table 8B + Table 8C). A negative value in Table 8D indicates that the taxpayer claimed more credit in Form GSTR-3B than what was auto-populated from GSTR-2B.
- Part V (Table 13): Records inward supplies where credit has been availed during the subsequent financial year.
Documentary notes required for GST audit
Tax auditors and departmental officers scrutinize previous year credit claims closely. Maintain these essential audit workpapers:
- Reconciliation statement: A line-by-line mapping between the annual purchase register and all GSTR-2B tables (B2B and CDNR), noting supplier GSTIN, invoice date, and filing date.
- Proof of receipt: Documentation showing that goods or services were received prior to availing the credit, satisfying Section 16(2)(b).
- Tax payment confirmation: In accordance with Section 16(2)(aa), confirmation that the supplier reported the invoice in their GSTR-1 and it appeared in GSTR-2B before filing the return.
Frequently asked questions
Can you claim missed ITC from the previous financial year after 30 November?
No. Under Section 16(4) of the CGST Act, input tax credit on invoices or debit notes pertaining to a financial year cannot be claimed after 30 November following the end of that financial year, or the date of filing the annual return, whichever is earlier.
How is a debit note dated in the current year for a previous year invoice treated under Section 16(4)?
Under Section 16(4) amended by the Finance Act 2020 and clarified by Circular No. 160/16/2021-GST, the time limit for claiming ITC on a debit note depends entirely on the date of the debit note itself, delinked from the date of the underlying invoice.
Where is previous year ITC availed in the subsequent year reported in Form GSTR-9?
Input tax credit on inward supplies received during the financial year but availed in the subsequent financial year up to the specified period is reported in Table 8C and Table 13 of Form GSTR-9.
