Every month, before filing GSTR-3B, accounting teams sit down with their purchase register and the GSTR-2B statement downloaded from the GST portal. The goal is to match every inward supply invoice to ensure the business only claims the eligible Input Tax Credit (ITC) it is legally entitled to. Missing this step leads to blocked working capital or compliance notices.
Why ITC matching is mandatory under GST
Before January 2022, businesses could claim a provisional ITC buffer for invoices that were missing from the portal. That is no longer the case. According to Section 16(2)(aa) of the CGST Act, ITC can be claimed only if the details of the invoice have been furnished by the supplier in their GSTR-1 and communicated to the recipient in GSTR-2B.
Additionally, Rule 36(4) of the CGST Rules strictly restricts claiming any provisional ITC beyond what appears in GSTR-2B.
Rule 88D notice risk: If there is a difference between the ITC available as per GSTR-2B and ITC claimed in GSTR-3B that exceeds a pre-defined limit, you will receive an intimation in Form DRC-01C. You must provide details to reconcile the difference or pay it back with 18% per annum interest under Section 50(3).
Step-by-step GSTR-2B reconciliation process
Reconciliation requires a systematic approach to comparing your books against the portal data. The standard workflow is as follows:
- Ensure goods or services are received: Section 16(2)(b) requires actual receipt of goods/services before claiming ITC, even if the invoice is in 2B.
- Download GSTR-2B: The GSTR-2B for a month is generated on the 14th of the following month. Download the GSTR-2B in Excel or JSON format.
- Export your books: Export the purchase register for the corresponding tax period from your accounting software.
- Compare the data: Match invoices based on GSTIN, Invoice Number, Invoice Date, and Tax Amounts to identify missing or mismatched entries.
Handling IMS and pending invoices
With the introduction of the Invoice Management System (IMS) on 1 October 2024, recipients can Accept, Reject, or keep Pending each inward invoice. According to the GSTN IMS FAQ, invoices kept Pending in IMS are not included in that period's GSTR-2B and GSTR-3B.
You can later change the action from rejected to accepted in IMS and recompute your GSTR-2B at the time of filing GSTR-3B to claim the corresponding ITC.
A practical example of ITC matching
Consider a manufacturing business verifying its October ITC. The accountant matches the internal ledger against the downloaded GSTR-2B.
| Invoice | In books | In GSTR-2B | Result |
|---|---|---|---|
| INV-0142 | ₹18,000 | ₹18,000 | Matched |
| INV-0143 | ₹9,000 | Nil | Missing in 2B |
| INV-0144 | ₹5,000 | ₹500 | Mismatch |
For missing invoices, you must proactively follow up with your suppliers so they can file their GSTR-1 or amend it via GSTR-1A. If an invoice is missing, you cannot claim the ITC.
