GSTR 9 cannot be revised: what to do after filing mistakes

Under the GST law, GSTR 9 cannot be revised once filed on the common portal. If you discover omitted turnover or excess input tax credit after submitting your annual return, you must discharge additional liability voluntarily using Form GST DRC-03 in cash. For detailed preparation before submission, review our guide on GSTR-9 filing step by step.

Many taxpayers realize they entered incorrect figures in their annual return only after clicking submit. Because Section 44 does not contain any revision mechanism, understanding how to correct records and pay unpaid tax saves businesses from penalty notices.

Why GSTR 9 cannot be revised once filed

Under Section 44(1) of the CGST Act, every registered person must furnish an annual return on or before 31 December following the end of the financial year. Unlike monthly statements that permit amendments in subsequent tax periods, the annual return is final. The GST portal does not provide any option to reset, edit, or resubmit a filed GSTR-9.

In addition, Form GSTR-9 does not have an integrated payment mechanism. As stated in official guidance on the GST Portal User Manual for GSTR-9, there is no provision to pay tax directly inside the annual return form.

Common mistake: Attempting to claim omitted input tax credit in Table 6 of GSTR-9. Form GSTR-9 allows you to declare liabilities, but it does not permit availing fresh input tax credit that was not claimed in monthly GSTR-3B returns.

Discharging differential liability through Form GST DRC-03

When an audit or reconciliation reveals under-reported sales or excess ITC availed during the financial year, the differential tax cannot remain unaddressed. According to paragraph 2 of the Form GSTR-9 Instructions, any additional liability declared in Form GSTR-9 must be paid through Form GST DRC-03 by selecting Annual Return in the dropdown menu. This liability must be discharged through cash only, using the electronic cash ledger.

Steps to file voluntary payment on the GST portal

  1. Log in to the GST portal and navigate to Services, then User Services, and select My Applications.
  2. Choose Application for intimation of voluntary payment (DRC-03) and click New Application.
  3. Select the cause of payment as Annual Return from the dropdown list.
  4. Choose the appropriate financial year, enter tax, interest, and applicable penalty, and discharge the amount using cash ledger balance.

Scrutiny notices and reconciliation risks

Under Rule 99 of the CGST Rules, the proper officer scrutinizes returns to verify correctness. Where discrepancies are noticed, such as differences between GSTR-3B, GSTR-1, and GSTR-2B, the officer issues an intimation in Form GST ASMT-10. The taxpayer can accept the discrepancy and pay dues through DRC-03, or submit explanations in Form GST ASMT-11.

As outlined in CBIC Instruction No. 02/2022-GST, scrutiny under Section 61 read with Rule 99 is conducted by the proper officer to check mismatches. Paying correct tax voluntarily via DRC-03 before an audit or notice avoids harsher penalty proceedings under the Act.

Worked example: correcting excess ITC in Table 8

Consider Beta Logistics Private Limited, an enterprise reviewing its annual return reconciliation for the financial year. In Form GSTR-9 Table 8D, the comparison between credit availed in GSTR-3B and credit auto-populated from GSTR-2B shows an excess availment.

Component IGST CGST SGST Total
ITC availed in GSTR-3B (Table 6A) ₹3,50,000 ₹1,25,000 ₹1,25,000 ₹6,00,000
ITC auto-populated in GSTR-2B (Table 8A) ₹3,20,000 ₹1,15,000 ₹1,15,000 ₹5,50,000
Difference in Table 8D (8A minus 6A) (₹30,000) (₹10,000) (₹10,000) (₹50,000)
Ineligible credit reversed in DRC-03 ₹30,000 ₹10,000 ₹10,000 ₹50,000

Here, the difference is calculated as: Total availed ₹6,00,000 minus total available ₹5,50,000 = ₹50,000 excess credit claimed. Because Table 8D yields a negative value, Beta Logistics Private Limited cannot adjust this inside GSTR-9. The accountant creates a DRC-03 payment, selects Annual Return, and deposits ₹50,000 in cash along with applicable interest.

Identify error → Reconcile books → Calculate liability → Deposit cash via DRC-03 → Retain acknowledgement
