PMT 09 Transfer Cash Ledger Guide: Head Reallocation and Rules

Form GST PMT-09 enables taxpayers to reallocate unutilized balances inside the electronic cash ledger across major and minor heads without applying for a refund. It also allows transferring CGST or IGST cash balances to distinct persons operating under the same PAN. The facility applies strictly to unutilized cash deposits, preventing unnecessary working capital blockage caused by challan deposit mistakes.

Depositing funds into an unintended GST head is a routine operational hiccup for finance teams. A taxpayer attempting to deposit Integrated Tax often creates a challan credited to Central Tax instead, or parks funds under the interest minor head rather than tax liability. Before Form GST PMT-09 existed, correcting this mistake required making an additional cash deposit and waiting months for a refund of the excess cash balance. Today, taxpayers can shift unutilized cash balances across heads instantly on the GST common portal.

Legal framework under Section 49 and Rule 87

The statutory basis for transferring amounts within the electronic cash ledger is established under the Section 49(10) of the CGST Act. This provision allows a registered person to transfer any amount of tax, interest, penalty, fee, or other amount available in the electronic cash ledger to the electronic cash ledger for integrated tax, central tax, state tax, union territory tax, or cess.

Procedure and operational terms are specified under the Rule 87 of the CGST Rules:

  • Rule 87(13): Authorizes intra-head and inter-head transfer of unutilized cash balances between any major head (IGST, CGST, SGST, UTGST, Cess) and any minor head (Tax, Interest, Penalty, Fee, Others) within the same registration using Form GST PMT-09.
  • Rule 87(14): Authorizes transfer of any cash balance available under the Act to the electronic cash ledger for Central Tax or Integrated Tax of a distinct person sharing the same Permanent Account Number (PAN) under Section 25(4) or Section 25(5).
  • Deemed deposit rule: Under Section 49(11), any amount transferred via Form GST PMT-09 is deemed to be a regular deposit credited to that destination ledger head under Section 49(1).

Common mistake: Form GST PMT-09 cannot transfer Input Tax Credit (ITC) lying in the electronic credit ledger. In addition, under the proviso to Section 49(10) and Rule 87(14), inter-GSTIN transfers between distinct persons are strictly prohibited if the transferring entity has any outstanding unpaid liability in its electronic liability register.

What can and cannot be moved using Form GST PMT-09

Understanding the strict functional boundaries of Form GST PMT-09 prevents common filing errors and portal rejections. The form operates strictly on cash deposits standing in Form GST PMT-05, not on settled returns or tax credits.

Category Permissible Transfer Prohibited Transfer
Major heads Shift between IGST, CGST, SGST, and Cess within the same GSTIN cash ledger. Transfer from SGST or Cess to another distinct person in a different State.
Minor heads Shift freely between Tax, Interest, Penalty, Fee, and Others under any major head. Direct reallocation from cash ledger into electronic credit ledger.
Entity transfer Transfer CGST or IGST cash to distinct branch units sharing the identical PAN. Transfer to third-party vendors or distinct legal entities with different PANs.
Settled returns Available unutilized cash balance sitting before return offset. Tax liabilities already offset and debited in filed returns such as Form GSTR-3B.

When preparing your monthly return, remember that cash balances only offset liabilities when you execute the return filing step. If you want to understand how inward tax credits interact with monthly cash payment liabilities, see our guide on GSTR-3B meaning, format, and how GSTR-2B feeds it.

Worked example: correcting a mistaken cash challan deposit

Consider Alpha Logistics LLP, a registered transport firm in Maharashtra. While generating Form GST PMT-06 to pay inter-State outward freight liabilities for September, the accounts team mistakenly deposited ₹65,000 under the minor head Fee of Central Tax instead of the minor head Tax under Integrated Tax. Meanwhile, their actual GSTR-3B liability requires ₹40,000 for Integrated Tax and ₹25,000 for State Tax.

Without Form GST PMT-09, the accountant would have had to make a second fresh cash deposit of ₹65,000 to file GSTR-3B on time. Using Form GST PMT-09 under Rule 87(13), Alpha Logistics reallocates the existing unutilized cash balance across the ledger in two simple entries:

Entry Transfer from (Source) Transfer to (Destination) Reallocated Amount
1 CGST: Fee IGST: Tax ₹40,000
2 CGST: Fee SGST: Tax ₹25,000
Total CGST Available Balance Target Cash Ledger Heads ₹65,000

After filing Form GST PMT-09, the source minor head balance drops from ₹65,000 to ₹0, while IGST Tax receives ₹40,000 and SGST Tax receives ₹25,000. Alpha Logistics proceeds immediately to Table 6.1 of Form GSTR-3B to offset liabilities without depositing additional working capital.

Impact on interest and timing of payments

Timing matters when using Form GST PMT-09 to clear return liabilities. Under the proviso to Rule 88B(1) of the CGST Rules, interest calculations exclude cash amounts already deposited into the electronic cash ledger on or before the return due date, provided those funds remain unutilized until debited during return filing.

However, if cash was mistakenly parked under an incorrect head, you must file Form GST PMT-09 to place the money into the correct liability head before executing return offset. Reallocating cash does not backdate return filing itself: you must complete the final GSTR-3B submission to discharge tax liabilities formally.

Frequently asked questions

Can you transfer credit ledger balance using Form GST PMT-09?

No. Form GST PMT-09 reallocates balances exclusively within the electronic cash ledger. Input tax credit balances lying in the electronic credit ledger cannot be transferred between tax heads using Form GST PMT-09.

Can cash ledger balances be moved after filing GSTR-3B?

Can you transfer cash balance to another GSTIN under a different PAN?

No. Inter-entity transfer under Rule 87(14) is restricted to distinct persons sharing the same Permanent Account Number (PAN). You cannot transfer cash ledger funds to unrelated vendors or third-party GST registrations.
