Many business accountants encounter confusion when reconciling purchase registers against portal data. An invoice for September purchases might be visible when viewing GSTR-2A on the GST portal, yet absent when downloading GSTR-2B for September. Relying on GSTR-2A for monthly return filing leads to automated scrutiny notices and interest liabilities.
How GSTR-2A and GSTR-2B differ fundamentally
GSTR-2A is an auto-populated read-only view that continuously changes whenever your suppliers upload invoices, credit notes, or amendments. If a vendor files an overdue return from six months ago today, that invoice appears immediately in your historical GSTR-2A for that earlier tax period. Because it updates in real time, GSTR-2A has no fixed cutoff date and does not remain constant.
GSTR-2B is an auto-generated statement introduced under CGST Rules Rule 60(7). For monthly filers, GSTR-2B generates on the 14th of the following month, capturing supplier filings submitted between the day after the previous month's GSTR-1 due date and the current month's GSTR-1 due date per Rule 60(7)(i). Once generated for a tax period, GSTR-2B remains static and never alters for that month.

Common mistake: Treating GSTR-2A as the benchmark for monthly GSTR-3B claims. Availing credit on invoices that appear in GSTR-2A after the 11th will cause an excess claim in GSTR-3B Table 4(A)(5) against GSTR-2B, prompting automated recovery proceedings.
Which statement drives legal ITC eligibility?
From 1 January 2022, statutory amendments established that GSTR-2B alone drives credit availability. Under Section 16(2)(aa) of the CGST Act, a registered person can avail input tax credit only if the details of the invoice or debit note have been furnished by the supplier in GSTR-1 or using the Invoice Furnishing Facility (IFF) and communicated to the recipient in Form GSTR-2B under Section 38(1).
In addition, CGST Rules Rule 36(4) provides that no input tax credit can be availed in respect of invoices or debit notes unless the supplier has furnished them in GSTR-1 or IFF and such details have been communicated in Form GSTR-2B. Under Section 16(2)(ba), ITC is allowed only if the credit communicated under section 38 has not been restricted.
When you file Form GSTR-3B, the portal automatically populates Table 4(A)(5) for all other ITC on a net basis directly from the system-generated Form GSTR-2B per GSTN GSTR-3B instructions. If your claimed credit in Table 4 exceeds the credit available in GSTR-2B beyond specified limits, Rule 88D of CGST Rules triggers an intimation in Part A of Form GST DRC-01C, requiring payment or explanation within the specified time.

Worked example: timing mismatch between 2A and 2B
Consider Beta Logistics Private Limited filing its return for September 2026. The purchase register contains three supplier invoices:
- Invoice INV-101: Tax ₹50,000, filed by supplier on 10 October 2026.
- Invoice INV-102: Tax ₹30,000, filed by supplier on 18 October 2026.
- Invoice INV-103: Tax ₹20,000, supplier has not filed GSTR-1.
Here is how these invoices reflect across statements and what Beta Logistics can claim in its September 2026 GSTR-3B:
| Invoice | Tax amount | In Sept GSTR-2A | In Sept GSTR-2B | Eligible in Sept GSTR-3B |
|---|---|---|---|---|
| INV-101 | ₹50,000 | Yes | ₹50,000 | ₹50,000 |
| INV-102 | ₹30,000 | Yes (after 18 Oct) | ₹0 | ₹0 |
| INV-103 | ₹20,000 | No | ₹0 | ₹0 |
Calculations for September GSTR-3B:
Total ITC in purchase register = ₹50,000 + ₹30,000 + ₹20,000 = ₹1,00,000.
Eligible ITC in September GSTR-2B = ₹50,000.
ITC to be deferred to October GSTR-2B = ₹30,000.
Unclaimed pending supplier filing = ₹20,000.
Because supplier INV-102 filed after the 11 October cutoff, the tax of ₹30,000 appears in September GSTR-2A but will only land in October GSTR-2B. If Beta Logistics claims ₹80,000 in September GSTR-3B, the portal issues a DRC-01C mismatch notice for ₹30,000 under Rule 88D with interest exposure under Section 50(1).

When is GSTR-2A still relevant?
While GSTR-2B determines monthly ITC eligibility, GSTR-2A remains helpful in tracking pending vendor compliance. Since GSTR-2A reflects real-time uploads, tax teams review it to verify whether defaulting suppliers have uploaded missed invoices before sending payment follow-ups.
Additionally, for historical tax periods prior to FY 2023-24, annual return Table 8A auto-populated based on GSTR-2A per GSTN GSTR-9 manual, whereas from FY 2023-24 onwards, Table 8A auto-populates from Form GSTR-2B per Rule 80.
Frequently asked questions
Why is GSTR-2A called dynamic and GSTR-2B called static?
GSTR-2A updates dynamically in real time whenever a supplier uploads or edits an invoice. In contrast, GSTR-2B is a static statement generated once on the 14th of the following month for monthly filers and does not change thereafter for that tax period.
Which return drives legal ITC eligibility in GSTR-3B?
GSTR-2B drives legal ITC eligibility under Section 16(2)(aa) of the CGST Act and Rule 36(4). You cannot claim credit based solely on GSTR-2A if the invoice has not landed in GSTR-2B.
What happens if I claim ITC visible in GSTR-2A but missing from GSTR-2B?
Claiming ITC not reflected in GSTR-2B triggers an automated mismatch intimation in Form GST DRC-01C under Rule 88D, requiring you to pay the differential amount with interest under Section 50 or explain the difference within the prescribed period.
