GSTR 3B Table 11 adjustments for credit debit notes quarterly

Form GSTR-3B does not have a Table 11. Routine credit and debit notes are netted inside Table 3.1 for outward liability and Table 4(A)(5) for inward tax credit, while Table 11 belongs to annual return Form GSTR-9 to record downward adjustments declared in the next financial year.

Taxpayers often search for GSTR 3B Table 11 when reconciling differential credit notes and downward adjustments at the end of the year or across filing quarters. In the monthly and quarterly summary return Form GSTR-3B, summary liabilities are declared under Table 3.1 and input tax credit is availed or reversed under Table 4. When adjustments span across financial years, the differential downward adjustments are formally captured in Table 11 of the annual return, Form GSTR-9.

Where credit notes and debit notes sit in Form GSTR-3B

In regular monthly and quarterly compliance, credit and debit notes are not itemised in separate stand-alone tables in Form GSTR-3B. Instead, they are furnished at invoice level in Form GSTR-1 or Form GSTR-1A and then flow automatically into GSTR-3B tables on a net basis.

For outward supplies, GSTR-3B Table 3.1(a) covers outward taxable supplies other than zero rated, nil rated, and exempted supplies. When a supplier issues a debit note, it increases outward taxable value and tax. When a supplier issues a GST credit note under Section 34 of the CGST Act, it reduces outward taxable value and tax liability. You can read our detailed comparison on financial credit note vs GST credit note Section 34 to understand when tax adjustments are permitted.

Zero floor rule in Table 3.1(a): Per GSTN portal rules, negative values from GSTR-1 or GSTR-1A arising from credit notes and downward amendments are not considered in Table 3.1(a), and the system shows zero. If your credit notes in a tax period exceed your total sales, you cannot declare a negative tax payable amount in that period.

For inward supplies and input tax credit, GSTR-3B Table 4(A)(5) for All other ITC is auto-populated on a net basis from the recipient's system generated Form GSTR-2B. When your supplier issues a credit note in their GSTR-1, it reduces the available ITC in Table 4(A)(5). Debit notes issued by suppliers add to the eligible ITC. Under Rule 36(4) of the CGST Rules, no input tax credit can be availed unless it appears in Form GSTR-2B.

Monthly versus quarterly QRMP filers reporting adjustments

The reporting timeline for adjustments differs significantly depending on whether the business files monthly or uses the Quarterly Return Monthly Payment (QRMP) scheme under Rule 59 of the CGST Rules.

  1. Monthly filers: File Form GSTR-1 by the 11th of the following month and Form GSTR-3B by the 20th of the following month. Any credit or debit note issued in that calendar month is included in that month's GSTR-1 and auto-drafted into that month's GSTR-3B.
  2. Quarterly QRMP filers: Under Rule 59(2) and Rule 59(3), quarterly filers submit Form GSTR-3B once a quarter by the 22nd or 24th of the month following the quarter, depending on their state. In the first two months (Month 1 and Month 2), they can optionally use the Invoice Furnishing Facility (IFF) by the 13th day of the succeeding month to upload B2B invoices as well as credit and debit notes up to Rs 50 lakh per month.
  3. Quarterly netting: In QRMP, all outward supplies, credit notes, and debit notes for the entire quarter are consolidated into the final quarterly GSTR-3B. This gives quarterly filers a larger quarterly sales pool to absorb high-value credit notes without hitting the negative value zero floor.

Understanding Table 11 adjustments in Form GSTR-9

Because a filed GSTR-3B cannot be revised, any omission, debit note, or credit note relating to a previous financial year must be adjusted in a subsequent return. When these adjustments are made in the returns of the next financial year up to the statutory deadline, they are reported in Part V of the annual return, Form GSTR-9.

Under Section 16(4) and Section 34(2), the time limit for declaring credit notes or claiming ITC for a financial year is 30 November following the end of that financial year, or the date of filing the annual return, whichever is earlier. For details on deadlines, see our guide on credit note issued after 30th November time limit.

According to the GSTN Form GSTR-9 User Manual, Part V captures particulars of transactions for the financial year declared in returns of the next financial year:

  • Table 10: Supplies or tax declared through amendments (+) net of debit notes. This reports additions that increased outward tax.
  • Table 11: Supplies or tax reduced through amendments (-) net of credit notes. This reports downward adjustments that reduced outward liability.
  • Table 14: Differential tax payable and differential tax paid on account of declarations made in Table 10 and Table 11.

Manual entry required: Tables 10, 11, 12, 13, and 14 of Form GSTR-9 do not auto-populate from monthly or quarterly GSTR-1 or GSTR-3B filings on the GST common portal. Taxpayers must compute and enter these adjustment figures manually based on their books and reconciliation statements.

Worked example: credit notes across filing periods

Consider an enterprise, Apex Tools, that issued invoices and subsequent credit notes across two consecutive tax periods. The table below illustrates how gross outward supplies and credit notes are netted in GSTR-3B Table 3.1(a) and how spillover adjustments are accounted for.

Tax Period Gross Outward Supplies Credit Notes Issued Net Taxable Value Reported in GSTR-3B Table 3.1(a)
Month 1 ₹12,00,000 ₹2,00,000 ₹10,00,000 ₹10,00,000
Month 2 ₹3,00,000 ₹4,50,000 -₹1,50,000 ₹0 (system floor)
Month 3 ₹8,00,000 ₹1,50,000 (carried forward) ₹6,50,000 ₹6,50,000

In Month 2, Apex Tools had credit notes of ₹4,50,000 against gross sales of ₹3,00,000, leaving a net negative balance of ₹1,50,000. Because Table 3.1(a) cannot accept negative figures, the taxpayer entered ₹0 for Month 2 and adjusted the remaining ₹1,50,000 credit note reduction in Month 3 against gross outward supplies of ₹8,00,000. If an adjustment of this nature crosses over into the next financial year prior to 30 November, the reduction is reported in GSTR-9 Table 11.

Common mistakes with credit notes and adjustments

Accountants frequently face scrutiny notices under Section 61 due to misunderstandings about GSTR-3B tables and credit note reporting:

  1. Looking for Table 11 inside Form GSTR-3B: Attempting to locate Table 11 in monthly or quarterly GSTR-3B leads to confusion. Keep in mind that GSTR-3B tables stop at Table 6, and Table 11 is exclusively located in Form GSTR-9.
  2. Overwriting auto-populated values incorrectly: While system generated GSTR-3B values are editable, altering auto-populated ITC in Table 4(A)(5) or outward liabilities without proper justification triggers red warning flags and potential intimations in Form DRC-01B or Form DRC-01C.
  3. Failing to account for credit notes in GSTR-2B: Recipient accountants often claim gross invoice values from their purchase register without subtracting vendor credit notes reflected in GSTR-2B, leading to excess ITC claims and automated mismatch notices.

Frequently asked questions

Does Form GSTR-3B contain a Table 11?

No. Form GSTR-3B contains summary tables such as Table 3.1 and Table 4. Taxpayers searching for Table 11 adjustments are dealing with Form GSTR-9 Table 11, which captures supplies or tax reduced through credit notes and downward amendments in returns of the next financial year.

How are credit notes reported in monthly GSTR-3B outward liability?

Credit notes are declared in Form GSTR-1 or GSTR-1A and reduce the outward tax liability auto-drafted into GSTR-3B Table 3.1(a). If credit notes exceed gross outward supplies, the system displays zero because negative net values cannot be reported in Table 3.1(a).

How do quarterly QRMP filers report credit notes and debit notes?

Quarterly taxpayers under QRMP can upload credit and debit notes for registered recipients in the optional Invoice Furnishing Facility during Month 1 and Month 2 by the 13th of the following month, or report all notes in their quarterly GSTR-1 and quarterly GSTR-3B.
