GST reconciliation software free download in Excel: templates, macros, and browser tools

You do not need a paid software subscription to reconcile your purchase register with GSTR-2B. You can download a free formula-based Excel template or run a client-side browser tool that matches both files instantly. Here is how free Excel reconciliation utilities work, where traditional macro sheets break down, and how to verify your input tax credit without paying monthly vendor fees.

Every month between the 14th and the 20th, accountants and business owners face the same bottleneck: comparing hundreds of purchase entries against the government portal before filing GSTR-3B. Searching for free reconciliation software usually brings up demo versions of paid software, complex macro sheets that crash under heavy data, or portals demanding your portal credentials. A disciplined reconciliation process does not require paid software, provided you know how to structure your data and understand the legal matching rules.

The legal rule: why invoice matching is mandatory

Under Section 16(2)(aa) of the CGST Act, a registered recipient can claim input tax credit (ITC) only if the supplier has furnished the invoice in their statement of outward supplies (GSTR-1 or IFF) and the details have been communicated to the recipient in Form GSTR-2B. In addition, Rule 36(4) of the CGST Rules removed the earlier provisional credit buffers, restricting ITC strictly to what is reflected in GSTR-2B.

If you claim ITC in Table 4(A)(5) of GSTR-3B that exceeds your GSTR-2B statement beyond notified limits, the GST portal issues an intimation in Form DRC-01C under Rule 88D. You must either pay the differential tax with interest or explain the reasons within seven days. Claiming unverified ITC also exposes the business to 18% annual interest under Section 50(3) if that credit is utilised. Therefore, matching every single invoice is a monthly operational requirement.

Notice risk on unmatched ITC: Claiming credit for invoices that do not appear in GSTR-2B triggers automated mismatch flags in the portal tax comparison reports. Always isolate invoices missing from GSTR-2B before entering values in GSTR-3B Table 4.

Three ways to reconcile without paid software

Small businesses and tax practitioners handle free reconciliation through three main routes. Each comes with clear trade-offs in setup time, speed, and data privacy. You can review our comprehensive GSTR-2B reconciliation software guide for an architectural comparison across tools.

Reconciliation methodSetup requiredData privacyProcessing limit
Formula Excel template (.xlsx)Manual column mappingStays on your computer500 to 2,000 rows before lagging

1. Free formula-based Excel template (.xlsx)

A formula-based template uses standard spreadsheet functions such as INDEX, MATCH, and SUMIFS. You paste your purchase register into one tab and the portal GSTR-2B Excel into a second tab. A composite key (Supplier GSTIN combined with invoice number) links both sides.

We provide a dedicated walkthrough and formula structure in our free GSTR-2B reconciliation Excel format guide. While formulas are completely safe and contain no malicious code, manual copy-pasting takes significant time when handling multiple GSTINs or hundreds of invoices.

2. Macro-enabled Excel utilities (.xlsm)

Many tax forums and YouTube channels distribute free Excel utilities powered by Visual Basic for Applications (VBA) macros. These sheets use buttons to automate text cleaning, vlookups, and report generation.

However, macro workbooks have severe practical drawbacks:

  • Security blocks: Microsoft Excel automatically blocks macros in files downloaded from the internet under default security policies. Unblocking them requires changing trust center settings.
  • Fragility: Macro scripts depend on exact column headers and row positions. If your Tally, Busy, or Zoho Books export has an extra header row or renamed column, the macro halts with a runtime error.
  • No updates for portal changes: When GSTN updates the GSTR-2B structure or adds new tables like IMS, older macro sheets fail to process the new format.

3. Private in-browser reconciliation

Modern web standards allow your browser to parse Excel (.xlsx) and JSON files directly on your local device without sending any data to a remote server. You drag and drop the official GSTR-2B download and your purchase register, map the columns visually, and review instant matched, mismatched, and missing invoice buckets.

How in-browser reconciliation protects data: Your GSTR-2B and purchase register files are read in your browser and never uploaded to any server. This gives you the speed of dedicated software with the strict privacy of a local spreadsheet.

Step-by-step: how to build a free Excel reconciliation sheet

If you prefer using your own spreadsheet, follow this 4-step workflow to build an exact match model.

Step 1: Download GSTR-2B → Step 2: Normalise invoice numbers → Step 3: Build match key → Step 4: Compare tax values

Step 1: Download GSTR-2B from the GST portal

Log in to the GST portal after the 14th of the month. Navigate to Services → Returns → Returns Dashboard, choose the financial year and return period, and click Search. Under Form GSTR-2B, click Download and choose the Excel file. The downloaded workbook contains multiple sheets including B2B, B2BA, CDNR, and CDNRA.

Step 2: Clean and normalise invoice numbers

Under Rule 46(b), an invoice number may contain alphabets, numerals, and special characters (hyphen - and slash /) up to 16 characters. Accountants often enter invoice numbers differently than suppliers. For example, a supplier might write INV/26-27/045, while your accounts clerk enters INV-26-27-45 or drops leading zeros.

In your spreadsheet, create a cleaned invoice column using substitution formulas or text functions to strip slashes, hyphens, and leading zeros. This ensures that minor formatting variations do not cause false mismatch reports.

Step 3: Create the unique composite key

Never match on invoice number alone. Rule 46(b) requires invoice numbers to be unique only within the supplier's own series for a financial year. Multiple suppliers can issue invoice number 001. Always combine the supplier GSTIN and the normalised invoice number in a helper column:

=UPPER(TRIM(A2)) & "|" & UPPER(SUBSTITUTE(SUBSTITUTE(B2,"-",""),"/",""))

Step 4: Match and calculate tax differences

Use MATCH to locate the key in the GSTR-2B sheet and INDEX to pull the total tax (Integrated Tax + Central Tax + State Tax). Compute the difference between books tax and 2B tax. Apply a ₹1.00 tolerance for rounding per Section 170:

=IF(ABS(BooksTax - GSTR2BTax) <= 1.00, "Matched", "Value mismatch")

Worked example: sorting invoices into reconciliation buckets

Consider an engineering firm reconciling five purchase invoices for September 2026. The purchase register shows ₹77,400 in total input tax. Here is how the invoices sort after running the reconciliation rules:

Invoice no.Supplier GSTINBooks tax2B taxDifferenceStatus
INV/2026/8927AAAAA0000A1Z5₹18,000₹18,000₹0Matched
0041229BBBBB1111B1Z6₹36,000₹36,000₹0Matched (leading zeros dropped)
TX-50407CCCCC2222C1Z7₹9,000₹8,100₹900Value mismatch
SR/10224DDDDD3333D1Z8₹12,600₹0₹12,600Only in books (missing in 2B)
KP-88133EEEEE4444E1Z9₹1,800₹1,799.40₹0.60Matched (within ₹1 tolerance)

The summary results show:

  • Eligible matched ITC: ₹55,799.40 across three invoices, ready for claim in GSTR-3B Table 4(A)(5).
  • Value mismatch: ₹900 tax gap on invoice TX-504. The supplier declared taxable turnover of ₹45,000 instead of ₹50,000 in GSTR-1. Claim only ₹8,100 now, and request a GSTR-1A amendment.
  • ITC at risk: ₹12,600 on invoice SR/102. This invoice is missing from GSTR-2B. You cannot claim this credit in the current month.

Watch for IMS Pending invoices: Under the Invoice Management System introduced on the GST portal, if you mark an inward invoice as Pending on your IMS dashboard, it does not flow into GSTR-2B. The GSTN FAQ confirms: Pending records will not become part of GSTR 2B and GSTR 3B. Always check your IMS dashboard before assuming a vendor forgot to file.

Common mistakes in free Excel reconciliation

  • Matching only on invoice numbers: Forgetting to include the supplier GSTIN in the lookup key results in mismatched suppliers whenever standard numbers like 001 or 101 repeat.
  • Ignoring credit notes: The portal GSTR-2B contains separate tables for CDNR (credit and debit notes). If you reconcile only the B2B sheet, your net ITC claim will be overstated.
  • Failing to track amendment tables: Invoices amended by suppliers appear in table B2BA or CDNRA. Basic VLOOKUP formulas that look only at the B2B sheet will miss amended tax amounts.
  • Not verifying payment within 180 days: Under the second proviso to Section 16(2) and Rule 37, ITC must be reversed with interest if the supplier is not paid within 180 days of the invoice date. Spreadsheets tracking only tax values overlook invoice aging.

Frequently asked questions

Can I do GSTR-2B reconciliation without paid software subscriptions?

Yes. You can use free formula-based Excel templates or free client-side browser utilities. Both allow you to compare your purchase register against the official GSTR-2B Excel downloaded from the GST portal without buying monthly accounting add-ons.

Are macro-enabled Excel sheets (XLSM) safe for GST matching?

Downloaded macros carry security risks because VBA code can run system commands on your computer. Excel often blocks web-downloaded macros by default. Standard formula-based workbooks (XLSX) or client-side browser utilities are safer because they run without executable macro scripts.

Why does an invoice appear in my purchase register but not in GSTR-2B?

Either your supplier did not file their GSTR-1 or IFF by the due date, entered your GSTIN incorrectly, or you kept the invoice Pending in the Invoice Management System (IMS). Under GSTN rules, invoices marked Pending in IMS do not flow into GSTR-2B or GSTR-3B.

What is the round-off tolerance allowed for tax differences?

Section 170 of the CGST Act rounds tax amounts to the nearest rupee. In practice, reconciliation formulas and tools apply a tolerance of plus or minus ₹1.00 to account for item-level rounding differences between your ERP and the supplier invoice.
