It is the morning of the 14th. The statement is not where you expect it, or the file will not open, or it opens and half your invoices are missing. These are three different problems with different causes. This page sorts them, says which causes the GSTN sources support, and tells you what to check on the portal where no cause can be verified. We do not quote any portal error message, because none is verified.
Start here: which problem do you have?
| What you see | Likely reason | What to do | Verified? |
|---|---|---|---|
| No statement for the period, and it is before the 14th | GSTR-2B is generated on the 14th of the following month | Wait for the 14th. Use the time to prepare your purchase register and review IMS | Yes, GSTN guide |
| It is after the 14th and you cannot find the statement | Your own GSTR-3B for the previous period is not filed: the portal then does not generate your draft GSTR-2B on the 14th. Otherwise suspect your selection: financial year, return period, or the GSTIN you are logged in with | File the pending GSTR-3B first. Then repeat the steps in the download guide and compare its labels with your screen | GSTR-3B cause: yes, GSTN IMS FAQ. Selection: check on the portal |
| The download starts but no file arrives | No verified cause | Wait and refresh, as the download guide says. Try the other format (Excel guide). Try again later in the day | No, check on the portal |
| The file arrives but opens empty, or the tool will not read it | A possible cause is the wrong file: another period, a PDF, or a file re-saved in another format. The portal’s Excel carries B2B, B2BA, CDNR and CDNRA tables | Open the file and check the GSTIN, the period and which tables it holds | Table names yes, cause no |
| The statement opens but a supplier’s invoices are missing | The supplier has not filed GSTR-1, or filed after the GSTR-1 due date, or you kept the record Pending in IMS | Follow the missing-invoice guide | Yes, GSTN guides |
| The totals differ from what you saw earlier | You changed IMS actions and recomputed GSTR-2B | Compare the two downloads; see how to recompute GSTR-2B | Yes, GSTN IMS FAQ |
| ITC in the draft GSTR-3B looks low or empty | The system-generated GSTR-3B is built from GSTR-1/1A and GSTR-2B once GSTR-2B has been generated; its values are not final | Check the GSTR-2B content before you edit anything in GSTR-3B | Yes, GSTN GSTR-3B guide |
What to do once GSTR-2B is generated
Once GSTR-2B appears on the 14th, match it against your purchase register before preparing GSTR-3B. Spotting missing invoices, rate errors, and unfiled vendor returns early protects your input tax credit and prevents DRC-01C mismatch notices.
When is GSTR-2B generated?
GSTN’s guide states the date directly:
“GSTR-2B will continue to be generated on 14th of every month with the same logic as current GSTR-2B which will now be considered as draft GSTR 2B.” Source: GSTN user guide on viewing e-filed returns
So the statement for a month appears on the 14th of the next month. Suppliers who file monthly report their GSTR-1 by the 11th, three days earlier (GSTN GSTR-1 guide), and you file GSTR-3B by the 20th.
| Tax period | GSTR-2B generated on | GSTR-3B due (monthly filers) |
|---|---|---|
| September 2026 | 14 October 2026 | 20 October 2026 |
| October 2026 | 14 November 2026 | 20 November 2026 |
| November 2026 | 14 December 2026 | 20 December 2026 |
The same sentence calls the statement generated on the 14th the draft GSTR-2B. We have not verified what GSTN calls any later version beyond the IMS recompute below, so if your screen shows a label this page does not mention, go by GSTN’s current advisory.
This page follows monthly filers. A quarterly (QRMP) filer gets one GSTR-2B for the quarter on the 14th of the month after the quarter (Rule 60(7)), so there is no statement to look for in the middle months. More on the dates in when GSTR-2B is generated and which dates come before and after it.
Checks before you call it a fault
- Check the date. If the period is the month just ended and today is before the 14th, the statement is not due yet.
- Check your selection. Confirm the financial year, the return period and the GSTIN of the login. It is an easy slip when you switch between client logins.
- Repeat the steps from the guide. How to download GSTR-2B from the GST portal gives the path. Labels can change, so go by your screen.
- Try again later, and in the other format. We have no verified reason for a download that never completes, so after a few tries check GSTN’s current notices on the portal.
The statement is there, but it looks wrong
It has fewer invoices than your books
GSTR-2B carries what suppliers furnished in GSTR-1 and what has been communicated to you (Section 16(2)(aa), CGST Act). An invoice a supplier has not reported cannot be in it. Three reasons, each with its own guide:
- The supplier has not filed GSTR-1. See what to do when a supplier has not filed.
- The supplier filed after the GSTR-1 due date. Under Rule 60(7) a month's GSTR-2B carries what was filed up to that due date, so a late filing moves the invoice into next month's statement. The GSTR-1 due dates above show how little room there is.
- You kept the record Pending in IMS. Pending records do not become part of GSTR-2B or GSTR-3B (invoices stuck in IMS Pending).
The totals changed after you downloaded it
Under the Invoice Management System (IMS), a recipient can accept, reject or keep Pending each inward invoice. After changing actions, the recipient can recompute GSTR-2B at the time of filing GSTR-3B (GSTN IMS FAQ). That is why a download from the 14th and another from the 19th can differ. Steps: how to recompute GSTR-2B and the IMS decision tree.
For some record types, Pending is disabled after a specified period, and if no action is taken the system treats the record as deemed accepted (GSTN FAQ, October 2025). The FAQ sets that period at one tax period (a month for monthly filers, a quarter for quarterly filers), counted from the GSTR-2B period the record falls in.
What not to do while the statement is missing
Do not file GSTR-3B on an estimate. Since 1 January 2022, Rule 36(4) allows no ITC beyond what GSTR-2B shows, and the old 5% provisional buffer is gone. If the ITC you claim in GSTR-3B exceeds GSTR-2B by more than the pre-defined limit, you receive a Form DRC-01C intimation (how to reply). Interest at 18% a year applies to ITC wrongly availed and utilised. A filed GSTR-3B cannot be revised; adjustments go into a later period’s return. Nothing in the sources we checked lets you claim more because the statement was hard to open.
If the due date is close and you still cannot see the statement, agree a cut-off day with your CA. We do not have a verified rule for filing without a statement, so that decision belongs to the CA, and GSTN’s notices decide whether a due date has moved.
A plan for the November 2026 window
| Date | Day | What happens |
|---|---|---|
| 11 Nov | Wednesday | GSTR-1 due for monthly filers (October 2026) |
| 13 Nov | Friday | Last day of IFF for quarterly filers (October invoices) |
| 14 Nov | Saturday | GSTR-2B for October 2026 generated |
| 20 Nov | Friday | GSTR-3B due for monthly filers |
| 25 Nov | Wednesday | PMT-06 payment for quarterly filers (no GSTR-3B this month) |
- Before the 14th: finish the purchase register for the month and keep the Excel export ready (see how to match invoices with GSTR-2B).
- On the 14th: run the checks above. If the statement is not visible, note the time and the exact wording of anything the portal shows. Write it down, so that you have the facts if you raise it with GSTN.
- While you wait: review your IMS dashboard, confirm receipt of goods for records you plan to accept, and chase suppliers you know have not filed (14th-to-20th timeline).
- Once it opens: download it, match it, recompute if you change IMS actions, then file.
Worked example: a statement you cannot open on the 14th
A wholesaler’s books for September 2026 carry ITC of ₹2,40,000 and output tax of ₹2,50,000. On 14 October the firm cannot open the statement and does not know why. It uses the day to review IMS and finds one record, with ITC of ₹18,000, that it has kept Pending although the goods were received. On 15 October the statement opens.
| Item | ITC | What the firm does |
|---|---|---|
| ITC in the books | ₹2,40,000 | Starting point |
| ITC in GSTR-2B on the first look | ₹1,98,000 | Matched with the register |
| Gap to explain | ₹42,000 | Find each cause |
| Record kept Pending in IMS | ₹18,000 | Accept, then recompute |
| Supplier has not filed GSTR-1 | ₹15,000 | Chase, claim later |
| Supplier filed after the GSTR-1 due date | ₹9,000 | Follow up with the supplier |
The three causes add up: ₹18,000 + ₹15,000 + ₹9,000 = ₹42,000. After the Accept and the recompute, ITC supported by GSTR-2B is ₹1,98,000 + ₹18,000 = ₹2,16,000, and cash payable is ₹2,50,000 − ₹2,16,000 = ₹34,000 (a single-head illustration; real set-off runs head by head). Had the firm filed on its books, it would have claimed ₹2,40,000, which is ₹24,000 above the recomputed statement. That excess is exactly the ₹15,000 plus the ₹9,000 that were not in GSTR-2B, and it is the kind of gap that leads to a DRC-01C intimation.
Frequently asked questions
When is GSTR-2B generated?
The GSTN guide says GSTR-2B is generated on the 14th of every month, so the statement for September 2026 is generated on 14 October 2026. Before that date there is nothing to download for that period.
Why is my GSTR-2B not showing before the 14th?
Because it is generated on the 14th of the following month. Use the days before it to prepare your purchase register and review your IMS dashboard.
My GSTR-2B is generated but my supplier invoice is not in it. Why?
The usual reasons are that the supplier has not filed GSTR-1, filed after the GSTR-1 due date, or that you kept the record Pending in IMS, because Pending records do not become part of GSTR-2B or GSTR-3B.
Why did my GSTR-2B totals change after I downloaded it?
If you changed IMS actions, you can recompute GSTR-2B before filing GSTR-3B, so a download from the 19th can differ from one taken on the 14th. Compare the two files before you file.
Can I claim ITC if I cannot open GSTR-2B?
No source we checked allows it. Rule 36(4) allows no ITC beyond what GSTR-2B communicates, and the old 5% buffer was removed from 1 January 2022. Agree a plan with your CA and check GSTN notices for due dates.
What if the tool will not read my GSTR-2B file?
Use the Excel or JSON download from the GST portal for the right period, not a PDF. If the tool still says it could not read the file, open it and check that it holds the B2B table for your GSTIN.
Reconcile the statement once it opens
Add the GSTR-2B you downloaded (Excel or JSON) and your purchase register, and the tool sorts every invoice into matched, value mismatch, in books but missing from GSTR-2B, only in GSTR-2B, or likely IMS Pending, with rupee totals. If it cannot read a file it says so before you run anything. Your GSTR-2B and purchase register files are read in your browser and never uploaded to any server.
